   Harn Yawnghwe is son of first president of the Union of Burma,Saw ShweThaike, the Shan leader.Harn is now director of the Euro-Burma Office atBrussel,Belgium.

   The follwing is a translation provided by Harn:

   Zahkung Ting Ying, who has had contacts with some top businessmen andinvestors in China, reportedly signed a contract with Chinese businessmen in July for 20 million yuan worth "Phahlang River Development Zone Project." Consequently, for 30 years, Chinese mercenaries are to be allowed to wear NDA-K uniforms and guard businesses such as gambling, tourism, entertainment, logging and mining.

   When the SPDC became aware of the situation, NDA-K was ordered to expel the armed Chinese.

   Zahkung Ting Ying,who was responsible for the said matter, went to Rangoon to discuss with the Burmese generals.

   During the absence of the chairman and Col. Muk Ying Tawng Hawng, thegeneral secretary Layawk Zelum, vice commander in chief Lawwa Zau Khung, G-1 Mangi Khung Lwan and other members took over the Pang Wah headquarters and disarmed many of chairman's personal security members without any bloodshed.

   The chairman was accused of cooperating with the Chinese businessmen inproducing and distributing drugs, establishing an illegal army with Chinese armed personnel and dealing with the Chinese authorities according to his own wish. The coup leaders made an explanation to the local people in Pang Wah that the chairman's corruption would lead to conflict between the SPDC and NDA-K.

   Though SPDC is publicly saying that the two groups should resolvethe problems in peace; in practice, all ethnic people know the junta is trying to destroy both, just according to his Civil War's Divide & Rule policy, said sources.

   Anyway, the disunity, uproar and conflicts between the ceasefire groups will provide a chance for SPDC to get rid of them. The ceasefire groups that had wanted peace and made peace with the SPDC are now facing insecurity and danger.
