50 Christian Leaders Still Detained and 4 Missing after Church Demolition in Zhejiang; Chinese House Church Alliance Calls for Independent International Investigation

CAA learned that 50 House Church leaders and Christians are still being detained after their church building was destroyed by the Chinese government on July 29, 2006. Meanwhile, the Chinese House Church Alliance issued an urgent statement calling for an independent international investigation regarding the forced destruction of the church and arbitrary arrests of these Christians.

Among the 50 detained (see names below), 4 are still missing. According to the statement, Christian Churches in Xiaoshan District,Hangzhou City,Zhejiang Province, are fruits of the missionary work of “China Inland Missionary,” an evangelical organization founded by the famous British missionary, Hudson Taylor, who preached the Gospel in Xiaoshan in 1867. It says Christians had to face great pressure to build a sanctuary because of the government’s frequent demolition of church buildings. CAA learned since 2003, over 300 house churches were destroyed in Zhejiang Province alone.

In July 29, 2006, the local government sent several hundred trucks, 4 excavators, and thousands of military policemen to the building site, to destroy the church. There were several thousand Christians there. The police violently dispersed them, some Christians were injured in the conflict, and over 50 were arrested. Since the Chinese central government official still denies the existence of those arrested, their church family members are greatly concerned because they still have not received any information about the conditions of their brothers and sisters in prison. Public Security officials refuse to arrange for family members to obtain medical treatment, and even threatened to seriously punish the Christians and arrest even more.

The appeal stated that because the public security organs did not provide an arrest list and are blocking information from family members, should someone die in prison, the government can shirk their responsibility by saying that they did not know. In such an urgent situation, the Chinese House Church Alliance appeals to the international community, human rights organizations, and freedom loving people to help the Xiaoshan Christians by requesting that the Chinese government:

    1. Provide an arrest list and details of their present situation.
    2. Release all Christians.
    3. Provide emergency medical treatment.
    4. Give the church a proper place to worship.
    5. Apologize publicly for their persecution of the Christians and reimburse them for the loss and destruction of the church.

They request that the international human rights organizations and the United Nations Working Group on Arbitrary Detention establish an independent Commission to thoroughly investigate religious freedom in Xiaoshan, Zhejiang and the July 29 church destruction incident.

CAA also learned four prominent legal scholars and attorneys have agreed to establish a legal investigation team regarding this church destruction incident. They are Dr. Fan Yafeng; Dr. Li Baiguang; Attorney Zhang Xingshui and Chen Yongmiao.

Urgent Statement Regarding the Destruction of Christian Churches in Xiaoshan District, Zhejiang,China
    By Chinese House Church Alliance
    August 2, 2006

1.The Origin and Doctrine of Christian Churches in Xiaoshan
The Chinese House Church Alliance learned that Christian Churches in Xiaoshan District, Hangzhou City, Zhejiang Province, are fruits of the missionary work of “China Inland Missionary,” an evangelical organization founded by the famous Britain missionary, Hudson Taylor, who preached the Gospel in Xiaoshan in 1867. Christian Churches in Xiaoshan have inherited the orthodox Christian belief from “Inland missionary,” which is known for adhering to biblical truths and living by faith. Christian Churches in Xiaoshan insist upon the inerrancy of the Bible, fear of God, the cross, and holding fast to the doctrine of justification by faith. They oppose various heresies inconsistent with biblical teaching, including the extreme charismatic movement, and the “New Way Movement.” They have also fought against the domestic cult “Eastern Lightening” in recent years.

Since the Christian churches in Xiaoshan embrace biblical truth, they refuse to join those unbelievers who have devoted themselves to this world. Thus the Christian churches in Xiaoshan were never involved in the TSPM (Three Self Patriotic Movement) advocated by the Chinese government.

    2. The Wrong Accusation as Counterrevolutionary Gang in 1950’s
The local churches in Xiaoshan originated from the gatherings of “Inland missionary,” an evangelical organization. In 1935, the Missionary gathering started to shift to local churches, and gradually local churches were established in Xiaoshan. The churches in Xiaoshan emphasize servant hood, evangelism, and the cultivation of the Christian spiritual life and the churches developed rapidly.

But in 1956, the political situation changed, the followers of brother Watchman Nee were branded a “Counterrevolutionary Gang.” The church leaders were forced to attend brainwashing classes and the churches were closed in 1960s. The churches in Xiaoshan resumed in the 1970s and grew slightly even though they were still labeled a “Counterrevolutionary Gang.” The Xianshan churches have absolutely nothing to do with the so-called “Counterrevolutionary Gang.” They cautiously adhere to the instructions of the Bible and keep themselves separated from the politics of this world.

    3. The Issue of Building Churches
Persecuted for more than half a century, the Christians in Xiaoshan were very cautious. Although 50 years had passed since the great persecution in 1956, the government still insulted the nearly 100 thousand Christians in Xiaoshan by imposing the contemptuous name “Little Flock” which belonged to Watchman Nee, on the churches in Xiaoshan and often referred to them as “Counterrevolutionary Gangs.” Since the accusation of being a counterrevolutionary group seems a bit strange in the current political situation, the government began charging Christians as “cult members” in recent years.

In such a political climate, Christians dared not mention building a sanctuary or dare ask for property from the government until an influx of works came to Xiaoshan. To fulfill their mission to preach the gospel and to help the government maintain social security, Christians began inviting the laborers to their worship services. They often outnumbered the local Christians. This situation made it necessary to build sanctuaries, because one family can no longer hold so many worshippers, due to the limitations of residential areas following the Government’s land acquisitions from the peasants in the process of urbanization.

    4. Problems and Crisis Caused by the Regulation of Registration
From 1950s, Chinese Christians have been facing the pressure of joining TSPM; a government organized church system, requiring Christians to be more loyal to the country than to God. Although the local government did not insist that all churches should come under the administration by TSPM, their policy to control the churches has never changed.

Because of their responsibility to God, as well as the purity of their belief, the churches in Xiaoshan are not willing to register with the government. The churches are still operating underground or semi-underground. So the churches can not build public sanctuaries. But since the sanctuary is a high quality structure, in order to escape the government’s disturbance of the project, or even destruction of the building, the builders of the sanctuaries often work overtime to build the church as fast as possible. But even these half-underground-church buildings were often destroyed by the government. For example, in July 26, 2003, Tudusha church in Xiashan was bulldozed by hundreds of military police.

Christians had to face great pressure to build a sanctuary because of the government’s frequent demolition of church buildings. They often get up at early morning, midnight, and even overnight, to build the church. In recent years the 200 churches built in Xiaoshan have witnessed many tragedies.

Accidents happened now and then during the church building process. On at 4 AM, June 4, 2005, 53 year-old Brother Wang Mingfu, one of the overseeing brothers of Tudusha church, died when he fell from the rafters, leaving his wife and two daughters.

The recent Dangshan church-building event is a direct result of the persecution that has lasted for half a century. The government criticized Dangshan church for build their church in an “illegal” way. Danshan church cautiously built their church in order to escape supervision from the government. The tragedy in Dangshan would never have happen if not for the pressure in 1950s, the tribulation in the revolutionary culture, the religious suppression in 1980s, and the shadow of pulling down the church buildings in recent years.

    5. The July 29th Event
Dangsha church was originally built in 1921, in an area of 5 Mu (3333 square meters). After liberation (1949), the government occupied the property as a hospital. From then on, Dangshan church was like an orphan, moving here and there. The TSPM officials with government assistance even drove them out of their rented houses.

Recently they rented a 200-year-old house which is very dangerous in bad weather and on the verge of collapse. Danshan church requested the government reimburse them for the field they confiscated from the church. The government compensated them with very little money. The church did not protest because they were afraid of registration.

The event began when Danshan church built their sanctuary on a piece of land owned by a Christian. The government said that they had other plans for the land and suggested that they stop for 7 days and move to another place. Danshan church stopped for 7 days and suggested 2 other places for building the church. The government permitted neither of them, but assigned another place unfit for a church. Seeing the insincerity of the government, the Christians resumed the project after 8 days.

In July 29, 2006, the local government sent several hundred trucks, 4 excavators, and thousands of military policemen to the building site, to destroy the church. There were about several thousand Christians there, the policemen violently dispelled them, some Christians were injured in the conflict, and over 50 were arrested. They are still in prison and the family members are denied visitation.

This is the second time in the past 3 years that the local government destroyed the church.

Some Christians arrested in the July 23rd event had been injured in the conflict. Their family members were greatly worried and even now they have not received any information. Some public security cadres disregard them and refuse to arrange for family members to obtain medical treatment, and even threatened to seriously punish the Christians and arrest even more.

The Christians in Xiaoshan greatly worry about the health of the imprisoned Christians. They have no idea of where their brothers and sisters are held, whether the injured have received proper medial treatment of if they still alive, because the public security organs did not follow legal arrest procedures. What they worry most about is that the public security bureau did not provide an arrest list and are blocking information from family members. If someone died in the prison, the government can shirk their responsibility by saying that they do not know. That would be a very serious situation. In such an urgent situation, the Chinese House Church Alliance appeal to international community and human rights organizations and freedom loving people to help the Xiaoshan Christians in the following ways by requesting that the Chinese government:

    6. Provide an arrest list and details of their present situation.
    7. Release all Christians.
    8. Provide emergency medical treatment.
    9. Give the church a proper place to worship.
    10. Apologize publicly for their persecution of the Christians and reimburse them for the loss and destruction of the church.
6, Allow the international human rights organizations and the United Nations Working Group on Arbitrary Detention to establish an independent Commission on Investigation on Religious Freedom in Xiaoshan, Zhejiang in order to thoroughly investigate the July 29 Church Destruction event.
In order to protect the lives of the missing brothers and sisters, and ensure they are not sentenced, and for true religious freedom for the 100,000 Christians in Xiaoshan, we urgently appeal to international human rights organizations to investigate and rescue the work in Xiaoshan.

    对华援助协会获知,7月29日浙江萧山党山教堂被政府强行拆毁后至今,仍然有50名教会领袖和基督徒仍然被警方囚禁。同时,中国基督教家庭教会联合会呼吁国际社会介入对浙江萧山党山教堂被政府强行拆毁,现场基督徒被无理拘捕事件展开调查。

    被警方拘禁的50人当中,有四人至今下不明。根据中国基督教家庭教会联合会发表的声明,浙江省杭州市萧山教会,源自英国戴德生创建的内地会,戴氏于1867年从杭州来到萧山传福音。声明中还说,萧山的基督徒所建的教堂,时常遭到政府强行拆毁,所以在建造会所的事工上,面临很大的压力。对华援助协会获知,从2003年以来,仅在浙江一省,就有300余间教堂被警方拆毁。

    2006年7月29日下午,当地政府动用几百辆汽车,四台大型挖路机,数千名武装警察,对萧山区党山教会的新建会所,进行武力拆除。当时约有几千余基督徒在会所现场,警察用武力强行驱赶抓捕,当场有被打伤的,流血的,有五十余名基督徒被抓,被关押在政府监狱中。由于中国政府至今仍然否认有人被捕的事实,被捕基督徒的家属至今不知被捕亲人的生死情况。而公安个别领导不但视生命为儿戏,不安排家属协同救治,还扬言要对被抓者判处重刑,并要继续抓捕基督徒。

    声明还说,由于公安机关一直没有给抓捕者家属以相关法律手续,被捕基督徒生死如何,关在哪里,重伤者有没有给予抢救医治,都不得而知。萧山数万基督徒为此非常担忧。最令人担忧的是,政府没有出具被捕人员名单,也不允许家属知道关押情形,万一有人在关押中死亡,政府若推说不知道,问题将十分严重。在此紧急状态,中国基督教家庭教会联合会强烈呼吁国际人权组织给予紧急关注与援助:

    1、紧急帮助基督徒向政府索要被捕者清单,知道被捕人员下落与生死健康情况;
    2、要求政府释放所有被关押的基督徒!
    3、要求政府对打伤的基督徒进行人道紧急救治!并承担医药费用;
    4、要求政府给予教会有正常聚会地方!
    5、要求政府对基督徒的迫害,作出公开道歉声明。并对拆毁会所的损失,予以偿还。
    6、紧急呼吁国际纯正信仰与人权自由团体,组成萧山宗教问题专门小组来萧山作紧急调查与救援工作,为使被抓信徒不被判刑,失踪弟兄姐妹的生命不至受到危险!也为使让萧山十万基督徒有真正的信仰自由。

    另:对华援助协会获悉,四名著名法律工作者和律师,已经同意组建浙江萧山党山教堂拆毁事件特别调查小组。主要成员是范亚峰博士,李柏光博士,张星水律师,陈永苗律师。

    关于浙江萧山警方强行拆毁党山教堂事件的紧急声明
    中国基督徒家庭教会联合会
    2006年8月2日
    一、萧山众教会来历与信仰原则
    经了解:浙江省杭州市萧山区教会,源自英国戴德生创建的内地会,戴氏于1867年从杭州来到萧山传福音。因内地会坚持圣经真理,依靠神凭信心生活,萧山教会接受的福音,信仰上非常纯正——坚持圣经无误,敬畏神,高举耶稣基督的十字架,坚守因信称义。反对不符合圣经的各样异端邪教,反对极端灵恩,近年反对自美国台湾传入的「新路运动」并国内兴起的邪教「东方闪电」。因坚守圣经真理,不与投靠世界的不信派「同负一轭」,因此不参加「三自爱国运动」。

    二、五十年代「反革命集团」的冤屈
     因内地会仅是传福音机构,1935年,萧山原内地会的聚会,逐步与看见地方教会亮光的国内弟兄们有联系。由此逐渐建立起各地的地方教会。因着地方教会注重人人事奉,注重传福音,注重灵命的栽培,教会得到空前的复兴,人数一直增长。
    因政治时局转变,1956年,倪柝声等弟兄们被打成「反革命集团」,萧山各地教会深受牵连之苦。各教会的负责弟兄被强行参加洗脑学习班,各教会会所被软硬兼施「奉献」给国家。1960年前后教会被迫关门。从1970年前后,虽然重新聚会并得着复兴,但「反革命集团」的冤屈帽子,仍被或明或暗地戴在萧山众教会头上。但萧山众教会绝不如政府某些领导所说,与「反革命」有牵连!只是兢兢业业遵守圣经教导,与任何与圣经有抵触的世界政治无关。

    三、聚会所建造问题
     因长期受迫害的原因,萧山的基督徒数十年来,一直是战战兢兢,从1956年地方教会受大迫害至今,正好50周年(2006年)。萧山政府的有关文件上,仍然不断地用属于倪××「小群派」强加于萧山属于基督的教会,常用蔑视贬义的名称侮辱萧山近十万的信主者。动不动用五十年前「反革命」政治帽子影射。
    近年因「反革命集团」影射不合政治潮流,政府改用「邪教」的大帽子攻击威胁基督徒。在这样的政治气候下,基督徒既不敢提建造会所的事,更不敢向政府提出土地要求。直至近年来,因大量民工涌入萧山,基督徒为了传福音,也为了帮助当地政府的治安,邀请民工来教会聚会人数,常常超过当地基督徒人数。加上土地征用动迁,农民建房的土地面积受限。原放在的家庭的聚会所根本无法聚会,才不得已新建新聚会所。

    四、登记带来的危机问题
    中国从五十年代以来,基督徒一直面临着必须参加「三自爱国运动」这个「爱国」高于爱神的怪物组织。当前政府虽然表面上不坚持教会登记必须参加「三自」,但意欲控制教会的心仍然不变。为着教会直接向基督负责,为着信仰的纯正,萧山各地教会至今不愿意向政府登记。为着教会仍然过着地下、半地下方式,建造聚会所也就不能完全公开。但会所是建筑物,施工要求很高,为怕政府拦截拆毁,教会常是加班加点地日夜奋战建造会所,但这样半地下建造的会所,仍然常遭政府的武力拆毁,2003年7月26日,萧山凸渡沙教会会所,就是被数百武警用推土机强行拆毁的会所之一。
    政府拆毁越烈,基督徒建造会所面临的压力与惧怕也越大,半夜起来,凌晨起来,整夜突击抢班,成为萧山200多个聚会处一场接一场悲痛的往事……
    为突击建造会所的流血事件时有发生,2005年6月4日,凸渡沙教会主要看守弟兄之一王福明弟兄,就是在凌晨四时半突击修建会所时,从高空摔下,撇下妻子和两个儿女悲痛去世,终年53岁。
    这次党山教会突击建造会所,就是在这半世纪以来教会受压迫的阴影下演变出来的。政府批评教会不该如此建造会所,但政府绝没有自我反省,教会如此战战兢兢地逃避政府监视突击建会所的根本原因——没有五十年代的重压,没有文革磨难,没有八十年代重新复出「三自运动」的宗教压制,没有连续不断拆毁会所的痛苦阴影,党山教会绝不会发生如此悲哀的事!

    五、7、29事件
    萧山党山教会建立于1921年,原有五亩土地为会所之用,解放后被政府开办医院强行占用。从那以后,党山教会象无家的孤儿,到处搬迁徘徊,甚至租用民房也被参加三自者依靠政府势力强行赶出。近年所用的聚会房屋是二百多年的老房,摇摇欲坠,在风雨中极其危险。教会数次向政府要求赔偿补还土地,除了少量的钱财之外,土地问题上一直不予真诚理睬(也与基督徒惧怕登记有关)。
    这次党山教会在基督徒承包的土地上建造会所,当地政府说是规划土地,要求教会停工七天,告诉教会可以重新选择地方。教会在停工七天中选择两块较合适的地方,不被同意;政府选择的地方,根本不适合作聚会之用。党山的基督徒见政府没有诚意,于第八天复工建造。
    2006年7月29日下午,政府运用几百辆汽车,四台大型挖路机,数千名武装警察(有说预备军警一万多人),对萧山区党山教会的新建会所,进行武力拆除。当时约有千余基督徒在会所现场,警察用武力强行驱赶抓捕,当场有被打伤的,流血的,有五十余名基督徒被抓,现被关押在政府监狱中,不准家属探望。
    这是继2003年6月27日,萧山区公安机关,在三年时间内发生了两次武力拆毁聚会所事件。
    7.29事件被关押的基督徒,有当场被打成重伤的。现在家属为关在监狱的亲人心如火烧,无法得知亲人生死情况。公安个别领导不但视生命为儿戏,不安排家属协同救治,还扬言要判处重刑,并要继续抓捕基督徒。为着公安机关一直没有给抓捕者家属以相关手续,对这些被捕基督徒到底是死是活?关在哪里?重伤者有没有给予抢救医治?萧山数万基督徒为此极大担忧!!!最令人担忧的是,政府不出具被捕人员名单,也不让所有家属知道关押情形,万一有人在关押中死亡,政府若推说不知道,那问题就何等严重!!!在此紧急状态,我们强烈呼吁国际人权组织给予紧急关注援助:

    1、紧急帮助基督徒向政府索要被捕者清单,知道被捕人员下落与生死健康情况;
    2、要求政府释放所有被关押的基督徒!
    3、要求政府对打伤的基督徒进行人道紧急救治!并承担医药费用;
    4、要求政府给予教会有正常聚会地方!
    5、要求政府对基督徒的迫害,作出公开道歉声明。并对拆毁会所的损失,予以偿还。
    6、紧急呼吁国际纯正信仰与人权自由团体,组成萧山宗教问题专门小组来萧山作紧急调查与救援工作,为使被抓信徒不被判刑,失踪弟兄姐妹的生命不至受到危险!也为使让萧山十万基督徒有真正的信仰自由。
